Tom Stannard has officially begun his tenure as Manchester City Council's new Chief Executive, becoming only the third person to hold this position in over 25 years. Manchester is known for its stability and long-term strategic planning, and Tom's appointment is a testament to this tradition.
Tom brings a wealth of experience from his previous role as Chief Executive of Salford City Council, where he served for four years. During his time in Salford, he oversaw significant achievements such as the transformative regeneration of the area, an ambitious council housebuilding programme, and high-performing children's services. His extensive career in local government includes several senior positions, making him a well-respected figure in the field.
Nationally, Tom is recognized as a leading voice in local government, public service reform, and inclusive growth. He currently holds the lead chief executive brief for Greater Manchester in the economy, business, and international portfolio.
Tom joins Manchester City Council at a crucial time as the city prepares to launch the 2025-2035 Our Manchester Strategy. This new vision aims to build on the successes of the 2015-2025 plan, focusing on delivering economic growth that benefits everyone. Key initiatives include addressing inequalities through the Making Manchester Fairer action plan and pursuing ambitious housebuilding and zero carbon programmes.
In addition to driving this long-term strategy, Tom will ensure the Council remains committed to providing high-quality day-to-day services and supporting clean, green, and vibrant neighbourhoods across the city. He will also serve as the place-based lead for Manchester within the Greater Manchester Integrated Care system, overseeing locality health arrangements.
Tom's leadership marks an exciting new chapter for Manchester, and his extensive experience and vision will undoubtedly contribute to the city's continued success and growth.
