Former public services director general to lead business rates review
Andrew Hudson is to lead an independent review into the processes and procedures underpinning the Ministry of Housing, Communities and Local Government’s business rates governance.
The former director general for public services has previously held the position of chief executive of the Valuation Office Agency and has worked in local government.
The ministry said that he has significant experience of working at the interface of policy and operations.
Announcing the details of the review, Housing, Communities and Local Government Secretary, Sajid Javid, said: “As we move towards local government retaining 75% of locally collected business rates, it is vital that the business rates retention system operates as smoothly as possible.
“This review, led by an independent expert in this field, will ensure robust processes across the board.”
In a letter to the chair of the housing, communities and local government committee, Javid said that it is a priority of his to ensure that the business rates retention system operates smoothly, with the scope for error “minimalised”.
He explained: “I therefore proposed that the review should include my department’s policy decision-making, analysis and modelling.”
Details of the planned timetable for the review are expected to be confirmed shortly.
